Kevin, Sounds like a cable is getting ready to break and only one or two strans are left holding it together. I would start from the wheel and run your hand slowly along the whole cables to the motor. Feel for any lumps in the line or any kind of defects. Next, check the hook ups at the motor to make sure the problem isn't the steering bars. I had this happen to me once and was pulling hairs trying to figure it out. Hope I helped....Lenny D.
