Deliberately filling your boat with water just don't sound natural. But I have heard of this being done (Cahoon). What if you have a boat with a console? Would you still be able to access Little Creek from Whitehurst even if the water is low? I would hope that all fishermen would have access to both bodies of water should they so choose.
